The National Water Safety Congress (NWSC), in partnership with the National Association of State Boating Law Administrators (NASBLA), are pleased to present the second edition of A Guide for Multiple Use Waterway Management.

This updated Guide revisits many of the topics presented in the edition first published by the NWSC in 1996. But its perspective, structure and scope reflect the evolution in experience with multiple use waterway issues and management strategies over time, as well as the tremendous amount of information that is rapidly becoming available electronically via the Internet.

There has never been a greater public demand for our limited natural resources. Many waterway recreational activities are competing with each other for space, as well as with non-recreational functions. These increases in use can sometimes lead to serious problems, such as user conflicts or accidents and fatalities.

Conflicts and accidents may increase if recent trends in the multiple recreational use of our waterways continue at the current rate. There is much concern about reductions in safety, user satisfaction and environmental quality due to more recreational use of the nation's waterways.

Fortunately a document exists that thoroughly examines these issues and makes recommendations on how to address them in a sound and logical manner. This document, A Guide for Multiple Use Waterway Management (the Guide), is published by the National Water Safety Congress (NWSC). The Guide was developed to serve as a useful tool for multiple use waterway planning and management at all levels. It stresses the importance of comprehensive and systematic waterway research and analysis, and it presents a basic waterway management planning process for easy use or modification based upon any situation. The Guide also provides an introduction to the many waterway management techniques and offers helpful guidelines for consideration when preparing effective, balanced multiple use waterway management plans.

The principles of multiple use waterway management are too complex to describe here. The objective of the PWIA is to make you aware that A Guide for Multiple Use Waterway Management is available and is an extremely valuable tool for resource managers and policy makers who must ensure safe boating and water-based recreation activities. It is a general guide for the development of more comprehensive, well-balanced multiple use waterway plans.

At its core are "lessons worth learning" when it comes to formulating viable multiple use strategies, plans and solutions.
