Letter from the Coast Guard to Bluewater Network Executive Director Russell Long stating “the word vessel includes every description of watercraft or other artificial contrivances used, or capable of being used, as means of transportation on the water. A personal watercraft would fit this definition and is therefore a vessel.” The Coast Guard also takes issue with Bluewater Network attempts to misquote the Coast Guard when telling the National Park Service that the Coast Guard had never defined personal watercraft as a motorboat.
